Yes pipe smoke is enjoyed with out inhaling. Nor is there any sort of 'addiction' assoiated with pipe smoking. I have smoked for 40 year this year, and have never had any sort of withdrawl symptoms when circumstances made me miss smoking for a week or more. I have a least a few times per month that I am too busy or in some way unable to smoke that day with no ill effects. I have been a critical nursefor 25 years and have never seen a person going through withdrawl symptoms from smoking. I've seen a lot of booze and drug withdrawls, tied in the bed on a breathing machine and on strong seditives, but the most I have ever seen on a 'tobacco abuser' was a desire to have a smoke, I have never seen a pipe smoker suffer in any way.
As said I have been pipe smoking for 40 years, and am almost 60 but take no meds and will put my b/p pluse rate and pulmonary function test against 20 year olds and will show well.
