I can't specifically say what is being sold by them now but he was asked, ftg99 who says he's the CEO of Belding and Mull, on a different thread, 'PA making BP' if it was real or substitute and his reply was "real black powder". That was a post from Aug 4 '22 though so maybe things have changed. Have not seen a recent post from him saying anything different.

How did you discover this?

Is there a chance you are mistaking this product for American Pioneer black powder substitute?
I discovered because my brother win the Belding and Mull gun shop the other day and the owner I think had a conversation with him about it.

Interesting/suspect wording.
Real black powder is not classified as a "propellant."
A lot of the descriptions that scroll by are somewhat vague and open to interpretation. There is no concrete information on the site, and no difference between clicking on "Home" and "about."

As I stated elsewhere, I have my suspicions this is not a true BP and leans more the way of the other subs, One would think the manufacture of the product would follow these sorts of forums and see the discussions on the product and set this to bed either it is true BP or a sub. As the posted pic of the ad states a PROPELLANT why would they not just say BLACK POWDER.
