Bobby Hoyt is your man to go to! He rebored a barrel for me (50 to 54) and it's a shooter. He won't bore out a barrel that will either be unsafe or inaccurate when it's finished. It's worth the shipping cost to find out.
Yes Sir, I have a barrel right now at Mr. Hoyt’s shop that he’s taking out to .54.
 
Ramrod springs and screws arrived today. Will have to do the bushing to fill the oversize hole. Spring isn't laterally stable with nothing underneath it to support it. Screw is a also a bit softer than I would have wished. Gotta get a better screwdriver so I can really crank down on the screw. But, it does hold the ramrod in place OK. I was surprised that the screws were bare metal, unblued.
 
For what it is worth, ask Bobby what thinks. If he believes it will be a problem or not safe, he will turn the job down. We are just offering unqualified opinions, while Bobby is what they call a subject matter expert.
I can say for sure as he"s done several 54 in 15/16 barrels , (I like ) a choice in twists/Ed
