As has been pointed out by Flint1 and Smo, - it is the black powder fouling that soaks up moisture, and gunks up. And finely made flintlock can be near waterproof; some of the old flint duelling pistols would fire after being fully immersed in a bucket of water! But their pan and frizzen were finely fitted. Not many locks like that around today. More likely the wind will blow powder out of the pan.
George Washington had to surrender to the French and Indians at Fort Necessity, because the rain fell so heavily that the Virginians' powder and muskets were useless. ( Not so, the F&I, who stayed in the cover of the woods.)
So, will a flintlock fire in the rain? Maybe. You can put the odds in your favor, but there are no guarantees. For some of us, that is part of the allure. For others, it's a reason to go with a caplock... or an inline...or....

During Washingtons assault on Trenton, there was a terrible Nor'wester going thru! Driving rain and snow. People today do not quite understand how his troops fired their flintlocks, or had the cannons go off with such regularity! To this day, no one can quite explain how this occurred! I can only guess that his people knew how to make it happen!

But we also do not know how many misfires they might have had. History only tells us what some people that wrote it wants us to know. We do not know what may have been omitted. There is no way to verify it now.
With history, one can read up on one subject from several different sources and get several different opinions on that same subject.
I do not believe for one second that there was not misfires from any sort of muzzleloader during battles when conducted under rainy conditions. The one thing they did have to their advantage was that after the first shot, all the others was done quickly afterwards. In other words, the powder was not in the rifles for very long.
This is one reason why I believe it can be conducive to ask questions from people that’s into the game now. History is good and there is much to be learned from it. But there are other ways to learn as well.
