I bought a basket case North Star British Officer’s Fusil that rotted in a guys garage as a project. The top screw on the butt plate is super rust and won’t turn even after WD40… any ideas?

Start with a 1/8 drill bit , and use it for a centered pilot hole. Move up in drill bit size, until the outside rim of the existing screw falls away , Remove the butt plate. Dig away the wood from around the old screw , until a locking plires can be clamped onto the screw. Turn the screw to the left , and should come out , rusted or not..
 
get a good penetrating oil. wd40 is a start but there are much better.
after letting it work a few days, fit your turn screw blade in the slot and smack it a few times. try to use a well fitted blade so you don't shear the slot. if you do shear the slot drill out the head and remove the plate. turn out the screw shank with vice grips.
