Got this one almost done!!
When I was filing on it, I saw that extreme roughness and just couldnt do it! I gently knocked down the real rough areas to keep them from snagging clothes, etc. After I got it all polished out the way I wanted it, I applied a thin coating of linseed oil to seal the wood. Today, I rubbed on 2 extremely thin coats of linseed oil to the horn and after 10 minutes in between coats, just gently wiped off the excess and will let it dry for a few days. Just have to add a couple strap staples and she'll be set.
