I just picked up a TC Seneca. I’ve been shooting musket caps in my other percussion guns in recent years, due to regular #11 percussion caps being hard to find. I know the Seneca takes a smaller (12-28?) nipple. Does anyone make a musket cap nipple in this size?

The OP asked if there is a MUSKET CAP nipple available, not one for a #11 cap.
 
Be sure the hammer will pop the musket cap....

I tried a musket cap nipple on a Pedersoli Harper's Ferry pistol and the hammer face was too small to reliably pop the larger caps.
 
I've bought 2 musket nipples from TOW . Both had holes MUCH smaller than standard #11. As a result they worked poorly. After drilling them to match #11 nipples they work great.

I experimented a bit and made a flat piece to temporarily glue in the hammer recess. Worked good but nothing around the cap when it pops. I didn't get spread and frag like the smaller caps.

The smaller orifice is correct for higher pressure bullet loads. It’s only .028” but with a musket cap I’m really surprised you had any ignition trouble.
 
I recall trying that in the distant past but the results have escaped me. I'm not even sure why I thought it needed doing.
