I have a Lyman Hawken kit (GPR) that has been sitting on the bench for about a decade and it's turn has finally come...

Only issue I see right now is the factory inletting on the nose cap is sloppy and the nose cap is loose and rattles a tiny bit on the stock.

What are some good ways to fix this?

I've thought about drilling, and putting in a dowel to re-drill the factory hole for the pin hoping this may tighten it up.

Are there other, better ways?

Not necessarily better, but a good alternate, is to get some sawdust from similar hardwood to the stock. Partially fill the hole with the sawdust and add a few drops of cyanoacrylate (super glue) in the thin viscosity. Continue to fill the hole with sawdust and super glue until filled. Works best for holding threads and is stronger than most other glues.

Does it mate to the front of the stock well? IF so I would epoxy it permanently in place. IF not fix it and then glue it.

go from inside the barrel channel. Drill a 1/16 inch hole to the inside part of the cap. Use a hypodermic drugstore needle filled with epoxy or some other glue and fill the drill channel, then use the back of the drill bit and push the glue into the void. repeat until you think you have good coverage.

You can Elmer's glue, three strips of wood to the inlet. 1/8" wide X inside length of nose cap. Two at the sides and one at the bottom middle. Popsicle sticks would work good for this. You can cut them with a knife and hold in place with masking tape. When the glue is set, thin the added strips to fit the cap. Piece of cake.
