Why would that be? Would smoothing out the inside not be enough?
That is how I would smooth it out. I’ve restored a couple dozen smoothbore and rifle barrels. Some are happy with other methods but I find reaming to give a perfectly round and consistent diameter end to end. I usually find that the breech end is badly eroded. At least 0.020” needs to be removed to get rid of the pitting and erosion. Until it’s unbreeched and looked at after cleaning, and superficial loose rust removed, I never know what I’ve got to deal with.
