Percussion caps, most commonly size 11, sometimes 10 for smaller nipples.

What is the unit of measure? 11 WHATS?

Based on the following chart, it's 11 WHATEVERS the manufacturer chose.

Way back when there were other sizes. The cut down long rifle my mentor made for me used a number 12 nipple. He changed it use to use a#11 nipple.
