The only range I have found with no restrictions on bp is Lytle creek firing line, they allow black powder all day every day including cannons also very friendly staff
Try the 'Route 66 Shooting Sports Park', 15810 Cajon Blvd, San Bernardino, CA 9240.. Just off the 15.. You can shoot BP there as well..
