I would think that Beeswax would work well. Another thought, a lot of the people using paper cartridges use a more traditional lube. A 1/2 and 1/2 mixture of Beeswax and lambs tallow, at room temperature it is a solid chunk. So take a couple of ounces use a candle melter once it is liquefied hold the paper cartridges by the envelope and dip the bullet almost to the paper let it cool, and there you go a coating of lube on the bullet. The lube I use is the "Gato Feo" #1 according to Gato Feo he did not invent it. However he is the one who published the formula as follows: 50% lambs tallow, 25% paraffin wax, and 25% Beeswax. I just started using it in a CVA Mountain Rifle 1 in 60" twist pretty much a round ball gun.
 
I’ve had no trouble with paper cartridges using Capandball former with hair curler paper & dipping the ball into melted paraffin, beeswax , olive oil mix. They can leave some residue after a lot of shots but they are easy & quick to make if I do it in stages. They are very convenient on a windy day at the range where fussing with pouring can get more challenging .
I used 30 & 27 grain of BP but now see loads quite a bit less are being used. So I’m thinking filler will be needed especially to get ball near the top of the cylinder. Maybe the beeswax pearls which I have might be part of the solution.
