Find what fits and make cartridges that are small enough to load easily.
Your tube needs to be small enough to easily fit the bore. The wadding effect of the paper comes with being compressed by the rammer.
For my 76 cal I use a 5/8 dowle, my .62 a 9/16

Just turn down a dowel to the proper size. Similar to what Tenn said above. One that has a circumference that is easily loaded once the powder has been dumped down the barrel. I have used paraffin squares of lunch bags that seem to work to work pretty well.
