So I'm trying to make some paper cartridges for my Zoli 10 bore, which is supposedly .765 in diameter, but a 3/4" dowel will not fit down the bore. I assumed the bore wasn't choked, but maybe it is. Input please, thanks.

Your tube needs to be small enough to easily fit the bore. The wadding effect of the paper comes with being compressed by the rammer.
For my 76 cal I use a 5/8 dowle, my .62 a 9/16
A 3/4 rod with paper around it is bigger then the bore
