I am guessing when the factory tapped the adjustable sight attachment screw hole in the barrel, they did not get all of the swarf out and pushed a bulge into the rifling with the bottoming tap. The small bulge sits right in a groove. Is there a way to smooth that spot out without risking damage to the otherwise really nice bore? PS, Size wise it is like you placed a bit under half of a BB in the groove.
 
Don't try to fix it! Send it back as others have said and insist on a new barrel. This is an accident waiting to happen. If you get stuck with this tomato stake, call Bobby Hoyt for a possible reline. 717-642-6696 early or late, let it ring
