Welcome to the Forum.

@dan elliott, this is a question best to be asked in the flintlock forum.

Tell us of your experiences with traditional muzzleloaders and where you are from and what you hope for from the Forum.

Now, to answer the question based on pure speculation. A 0.614" diameter bore is right at 20 gauge. That ball is too large for most 20 gauge smoothbores. A ball that size might have been a loose load to be loaded in a paper cartridge for a 0.66 caliber military musket.

I'll ask the moderators to move the question to the smoothbore forum.

Welcome from New York State's Central-Leatherstocking region.

Not sure. I have a flintlock 16 bore that likes a 0.650" ball in a paper wrap. 16 bore is 0.662". So what you have is maybe a 20 gauge? But, as Grenadier1759 mentions, that is too large for a 20 gauge. So . . . are you basing your question on the bore or an example of a ball that was used.
