The sight looks like one made by Ruger for their .22 rifles.
The tang sight looks a lot like the sights I have bought from Dixie Gun Works. I have them on several of my rifles.
To adjust for range or for windage, you have to loosen the eye piece, do the adjustment and then re-tighten it.

That looks like a Williams flip up leaf sight that Ruger & other gunmakers use. Most gun makers use sights made by other companies rather than make their own. I've bought & used that very sight on several of my rifles.
