I've made many measures from antler but none artistic like yours. Yes, a 3/8" drill seems perfect. Smaller is hard to pour into. Larger can cause wasteful spilling when pouring from. I often make them to hold half charges. e.g. 40 gr. for plinking and squirrels, two pours (80 gr.) for deer and three pours for attacking injuns or bears.
 
Tea will stain ceramics but can be scrubbed out. I'd think tea might be better than coffee; but I could be wrong. :doh:
