Soldered tin tubes of this general form were common in the 18th century, but not the solid, drilled out brass type seen here.
 
Ray Riling's "THE POWDER FLASK BOOK" c1953 shows three powder measures which are similar to the one you show in your link, complete with a hole thru the projection on the bottom.

Unfortunately, the book does not say when they were made or used.

It does say that one of the adjustable measures shown in the same picture was of modern manufacture which would indicate that the straight brass measure was made earlier.
How much earlier? Who knows?
