I was wandering what yall would recommend using to cut the notch in the rear sight on a rifle, they are just regular flatop sights.

I always use a small triangular file. You can find them almost anywhere used or new. It will give a nice little v-groove to sight through. It gets wider the deeper you go. But don't go to deep at first. It's a whole process while sighting in.
 
I have a stainless steel knife I use for this. I have some small files, but the knife does a better job. The steel is not that hard. This knife has a thin blade, keeps notch small. Dilly
 
I cut it wide and deep enough with a small flat jewlers file. I like to see the post with the bull on top and light beside it too bad that it is getting so far down the barrel, 5 inlays behind it now. imo Bob
 
I use a small section of hacksaw blade, mounted in a wooden dowel. The teeth are ground off one side to make the notch the width I want. Many way to skin a cat.
