As I stated above the proposal was approved. It takes two commission meetings to adopt regulations. First a proposal for an amendment to regulations is voted on, if it fails it is over, if it passes the public has a thirty day period to comment, then it is brought back on the floor at the next meeting for a vote to finally adopt. If the amendment is adopted without an effective date it becomes effective when published in the PA Bulletin. So, if it does pass in January it will not be effective until the 07/08 season because the deer season will be over before it gets published in the Bulletin.
