Bought this recently.
Do I have to remove the set screws to fill?

No, just unscrew the spout and swing the cutoff lever to one side. Track of the Wolf and others sell a brass funnel that will screw in where the spout was. They aren't set screws, they actually thread into the flask body and are a pain to reinstall (if you haven't lost them).
