I know permits are normally needed to have a pet cannon. But what about cannon for small daysailers? And what about any laws or regulation on ammunition beyond solid shot?
 
In Oregon you dont need a permit to own or shoot a cannon as long as it is muzzle loaded black powder. You can shoot anywhere that you can legally shoot a rifle.

In Alaska you dont need any special permits.
The only restriction on ammunition would be for Explosive projectiles. These would be considered a "Destructive Device" under Federal Law.There are many varieties of ammo that can be used, Solid shot, Cannister, Grape and Chain shot are a hoot to shoot, and can be very impresive to see upon inpact. One guy i know had a navel gun that shot pop cans, he filled some with plaster of paris and upon inpact with a log wall it blew apart in a big whit cloud of dust, it looked great for the crowds that had gathered.
 
Unless I have missed something, KY has no restrictions on BP muzzle loaded cannons
