You were right the first time. It's an oiler for a MG 34, a pre WW2 German machine gun and was also used with the MG 43 and a few other guns. There are variations of this oiler that differ by who manufactured it but are basically all the same. Search for MG 34 oiler to see them. They have also been used post war by a lot of middle European countries and are quite common.
