Interesting looking; got to wonder if it's an actual military-use piece, what with the very prominent PEPPER on it. Keep us informed if you get an answer as to it's ID. I like it!

Should have placed a ruler alongside it for scale: if it's small, it is half of a salt-n-pepper set!
