Found this in my dad's old gun-related items. I think he once told me it was part of an old military item. Can any of you i.d.?

Yea, it measures degrees of elevation and depression. I still use one.

Quite a handy device when shooting indirect.
 
I believe the specific name is 'Gunner's Quadrant' - could be anything from a tripod-mounted machinegun up to heavy ordnance, but if it's only 2-3" long I'd lean towards smaller pieces.
