I e-mailed American Pioneer a while ago asking the same thing, and they won't sell the empty tubes. Guess they weren't impressed that I wanted them to put real black in them.
Here's a possible alternative for powder...I bought this 100 pack off EBay for only a few bucks...this size holds over 100grns of powder.
They are in fact glass but with extremely thick walls plus get strength from their small size and geometric shape...drop them on the floor and they don't break (unless they're heavy and full of liquid)

Ya I know they won't sell them. I called them couple times hoping to find someone who would help me out. Next best thing is to talk someone with an in-line into buying some American Pioneer premeasured powder and give you the left over tubes.
