I have a French Tulle lock that I would like to file on to make it more correct. Can you tell me how to anneal the frizzen and cock and then reharden it when I am thru.

I think you will find that the Cock is not hardened on most locks so filing it shouldn't be a problem.
As for the Hammer (or frizzen) IMO, if you can come up with a way of leaving it hard and carefully grinding it you will be better off than if you put it thru an annealing process and then try to re-harden it. The main thing to keep in mind is to go real slow and quench often in water to keep it cool. Also, course grinding marks will leave stress risers which can become major cracks so use the finest grinding tool you can find and sand out the remaining marks with some silicone-carbide wet/dry (black) sandpaper.
