I can't tell if that's rust, pitting or dust. Try wiping the bore and a camera in focus, maybe the light is too bright? A very nice rifle if the bore is mint but that side plate is a mystery. I know CVA was still making a USA made Mountain Rifle in 2001 with maple stock and all browned furniture except for the silver wedge plates but was a very limited and hard to find item. It may be a very well executed parts build but still worth your asking price, again, very nice! I'd really like to find one of the "01" models!
