I'd bet $$ that that bag was made by the old 'Leatherman Company', but he has recently retired.
I'd send that photo to @DaveHasler, he makes AWESOME and custom tooled and/or painted haversacks at a VERY good price! Maybe he'd consider making one of these for you.
