    shipping bp

    Has anyone ever explored the possibility of shipping black powder paper CARTRIDGES, with or without ball? Possibly those are viewed the same way as .30-06 cartridges, and can be shipped. Maybe the Hazmat fees and regulations apply to bulk bp in a can or bag, but not to cartridges?
