I have a Romo hunting knife that my father used to carry. it has a stag horn handle. Well here is the problem. Over the years the handle got loose. My father tried to repair it by removing the nut on the pommel and adding a piece of leather. It sort of worked, but if you really cut something, it still twists. The tang has a double D profile, and the hole in the stag horn is round. Apparently the fiber or whatever spacers have crushed down some too. How can I fix this? I was thinking some epoxy of some kind to fill the ends of the horn to the double D shape, then add another leather shim to balance things.

Epoxy should work.. I would consider using one of the solid epoxies like instant wood or metal.. less likely to make a mess. If you wanted the steel to come back loose from the handle I would give it(the metal) a good coating of paste wax before you assemble it.
