One wedge is cheaper than two.

Historically the answer seems to vary according to the manufacturing process of the builder.

Smaller half stock rifles have one wedge. I have seen J. P. Gemmer rifles in 0.45 caliber with one wedge.

You didn't say anything about flint lock rifles, but the 0.54 caliber 1803 Harper's Ferry rifle has one wedge. Obviously a cost factor.

The full stock Deringer rifles have three wedges.

Style, function and cost seem to be driving factors.
