most of them dont know about it.[ mostly the small mom and pop stores] as it is a state law not federal so a.t.f. does not send them any info on it . i called around and was told no need. called a few days later after telling them of s-51001 and was told they checked it out and yes ffl needed. call dark storm in oakdale they are up on it.
 
the above is no longer true... see n.y. new gun law s-51001 nothing is exempt now. i just had to have a real rev. war musket shipped to a f.f.l. thanks to the witch
This issue seems to come up routinely. If you read the law, even after 9/1/22, antiques are still defined the same way. An "unloaded percussion, flint, cartridge gun". Although it appears that a flintlock rifle is now defined as a firearm, I don't think that was part of the 9/1/22 stuff and I have yet to have a gun shop tell me it.
