If it still doesn't spark to your satisfaction after you go through the re-hardening process you may have driven some of the carbon out of the frizzen face. It's not very deep (the carbonless area) so not a cause of great alarm. Assuming that the frizzen face is pretty hard, get yourself a drum sander and chuck it in to your drill press and take some of it down. It's really too hard to try and take it down with ordinary hand tools. Refit it and try again.
