Having been intimately acquainted with Commiefornia's fin and feather cops, they will make you pull a ball to check, if they are feeling the slightest crotchety . and they always feel crotchety. Married one of the first female CA fish cops, so i know!
How does one pull a steel bearing? Do they have super magnetic bullet pullers in CA?
 
would only add to their suspicion. i am telling you, california fish cops are as close to jackbooted gestapo as you will find extant!
if you can use other than Round Ball in this hunt look for a good monometal bullet.
personally i wouldn't use steel for the reason it won't expand and may or may not give you a good blood trail. bears leave the least blood trail i can think of and you want something that will give a good hole going in and a great hole coming out.
