What is Military Grade Black powder?

According to the Material Safety Data Sheet, there is no listed difference between "military grade" GOEX, and standard "red label" GOEX black powder. Also according to the MSDS, "military grade" black powder is "for use in competitive and recreational shooting, muzzleloading hunting and the U.S. Military." https://goexpowder.com/wp-content/uploads/2018/11/2018-black-powder-goex-rev1.pdf

Sounds to me that the military has some sort of contract requirements and GOEX won the contract and met those requirements, so now sells "military grade" black powder. There is still an MSDS for the previous standard BP, what was once in the metal cans painted red, and now is in the plastic bottles, with a label having a red background, aka "red label" GOEX. Both lists the same ingredients, and both list them in the same amounts. Potassium Nitrate, Sulfur, Charcoal, and a trace amount of graphite.

IF I could only get "military grade" in the right size (2Fg, 3Fg) then I'd shoot it. If the prices differ between that and standard, I'd buy the cheaper of the two. ;)
