No. That hole is for the rear of a TC scope mount. The other end mounted to the rear sight holes.

The so-called ‘clean-out screw’ was actually just a byproduct of the flash channel in the manufacturing process. So many people boogered them up in their needless desire to remove them that they starting drilling the flash channel from the back side of the breech plug and plugging it solid. Sometimes you can see a small circle left over from the process.
