I did it this way for a really stuck one that was buggered up who knows when. Similar to using an impact driver or the hydraulic jack method mentioned.

JB weld to the rescue
I soaked this 1863 Westley Richards breach in my Kero and penetrate oil for a few weeks. The right barrels cone came out just fine, but the left was buggered up before I got the gun and was really stuck.
