My father recently handed down this gun that was handed down to him. The story is our ancestors brought it with them when they migrated from Germany through Russia to the US. I think it is Russian made and probably from the 1700’s. Anyone have more info or can you point me in the direction of where I can find more info?

It’s s mid 1800s percussion shotgun. Percussion back action locks are generally 1840 and later. Every family has a mixed up story about an old gun.
 
The letters on the breech are Cyrillic - Калибр - Russian for calibre, which, incidentally, appears to be 16. Please rotate the last image so that I can try to read the inscription on the barrel.
 
Ivan Tokarev (of) Tula - Tula, as you prolly know, is THE gunmaking centre of Russia. Then and now. The other place is Izhevsk'.

I agree with rich (post 2).
The Percussion (cap lock) system wasn't widely used until after 1815 and the back action lock with the lockplate behind the hammer was not popular until the 1840-1850 and later time period.
