I would carry the powder horn on the side that you pour with, bag on opposite side. I am a righty, carry my horn on the right. I get my powder measure in my left hand, pour powder with right. Dump the powder down the barrel, let the measure drop - it is tethered to the horn. Drop the now-capped horn, reach into the bag and grab a ball and patch, put them om the barrel, use short-starter to get it going just a bit. Cut the patch material, and ram the ball home.
Now to just prime the pan, and ready to shoot.
 
Two choices, left or right. Let me explain. When I first bought my possibles bag, I found one that was made for the left side. The horn I found was for the right side. Straps cross. I am right handed, so I learned to access the bag with my left hand and handle the powder horn with my right hand. I have been doing this for close to 40 years. I take the powder measure out of the bag with my left hand, grab the powder horn with my right hand, unplug the horn with my left hand, pour the powder into the measure and cap the horn. Pour the powder charge, grab a patch, ball and get the short starter with my left hand, load, ram and then prime with my horn.
It may seem like a lot but it's the system that works for ME. Your results may vary.
 
Whichever side feels the most comfortable. I don't like straps between the buttplate & my shoulder. As I shoot right handed I would carry both on my right side so the straps are over my left shoulder. This also would allow handgun carry in a crossdraw holster on one's left hip. As you are a lefty, everything would be the opposite of course.
 
Lefty here, horn and bag I carry on my right side. acess the items needed to load with right hand, measure is held in left hand. I usually use a loading block also use right hand to hold the block and if I use a short starter it is with the left hand. If no short starter, I just push the ball and patch out of the block with my left index finger and ram the ball with the rod using short strokes held in left hand.
 
I am a left handed shooter using a right handed lock. Which side of my body should I carry my bag and powder horn?
I used to coach track. We had this kid, one time, that was simply fricken amazing...Skill and raw talent that could not be matched. Then a couple coaches got involved..."your form is wrong", they would say. Completely redesigned how this kid ran, how this kid jumped...and in my opinion, they destroyed how this kid performed.

One day this kid comes into my office crying...totally frustrated. She asks me..."Is my form really that bad?" Yeah, your form is terrible, but for you it works and you are the best at it. You had found yourself and you let others change you into something you are not...and now your body is lost as to what to do.

So I guess my advice is this:

You are a left handed shooter, shooting a right handed gun. Use the gun, learn how to shoot it, try different things and develop a feel for what works best for you...
 
I use both hands. Bag on the right, horn on the left.
Put the rifle in the crook of your right arm. Grab pour from the left hand to the right hand. Then grab the rifle with your left hand and pour the powder with your right.
