Agreed, the first thing I thought was imported back action shotgun from Belgium. I'd put it at post Civil War.
You might want to be sure it's unloaded.
Really nice shape. You could spend a few dollars and get a scope that would fit your phone and put it down the barrel, making the phone the viewing screen to have a look at the barrel interior. It might be shootable.
