I really don't think he would fire the pistol enough to warrant a double-load test. I have an English version of that type of pistol in .45 and would start at 18grs.
 
Similar pistols were called Muff Pistols, to be carried in hand muffs in the Winter. They were often screw-barrel pistols, where you unscrewed the barrel to load. However, your pistol does not have that feature.
The proof mark is from the Belgium city of Liege, a big steel and firearms manufacturing region back a long time ago. The history of the city is worth googling.
