Yes, it is. All parts interchange. a .44 cylinder will fit and function in a .36, and vice versa. I wouldn't suggest firing it that way, of course!
Piece of trivia, the Browning HiPower was originally for a 9.8mm automatic round.
Memory fails me but it may have been for a Romanian military contract.
Too early & too little coffee to look it all back up. Google is your friend here.
Interesting part was that it was the same bore diameter at the .36 BP revolvers at .378".
