Still don't see anything that says that hammer did not come on that lock , I'd bet money it did . I'm with Hatman/2nd line, badly shaped and generally cheap and unfinished looking . I'd look at L&R for a better replacement rather than trying to fix that one.
 
The lock needs cleaning off the seams and tags left from casting , polishing , tempering the springs and tuning , tuning can involve heating and bending the hammer (Cock) so that the flint hits the face of the frizzen correctly
 
Here are three versions of Hatfield Locks.
1st is an early Hatfield build
2nd is an 89
Finally is from the #24 Mountain Rifle
The lock plates have a different shape than the rifle in question.

Your .45 and the bottom one in my photo are the Squirrel Rifle. His looks more like the Hatfield model in the center of my shot. If you have the chance do me a BIG favor and measure one of you barrel wedges. I’m looking to replace mine. Out of curiosity what is the # of your 54? Here is mine.
Unfortunately I no longer have the 54 Hatfield. For me it was a cheek slapper and an officer on my Department had been longing to have it ever since I acquired it. A couple of years after I retired and his promotion to Lt. I gifted it to him. My 54 had no srn, it was an early Hatfield made in St. Joe MO.
