Not surprising on the heavier weight of the finer powder. It’s like the old teacher example of filling a jar with rocks and asking the students if it is full. Yes is the answer. Then the teacher adds sand. Is it full now? Yes! Last the teacher adds water to the jar. There is more air space between coarser powder grains.
