On my Kibler SMR, when the cock is at rest (fully forward) there is no movement/looseness, but when at 1/2 and full cock there is a lot of movement of the cock in both dimensions (back and forth and sideways) Is this normal? My 2 other flintlocks (Pedersoli rifle and pistol) have no movement of the cock in any of the three positions.

The square on the tumbler has a slight tapper and the cock fits on it very well. The tumbler shaft fits the lock plate and bridle very closely so if the cock moves in any direction other than rotating forward and back then something is wrong.
 
Use short sockets and a press or vise to press the flintcock/cock/hammer firmly onto the tumbler shaft after removing the screw. When you get it tight, THEN install the screw just snug. The shaft and cock are tapered, the screw just holds the tension from the press fit once it's pressed.
