Yes, they are always loaded. Clear the gun regardless of what kind it is yourself and treat it as if it's loaded anyway. Fewer folks get hurt that way,
 
There is only one direction to point a gun when you are with a group of people. You keep it pointed straight up and/or, if it is a handgun, holstered.
 
At my old shop ML were considered loaded when brought in over 70% had something in the bore, most powder and projectile, 10% wads of paper, rice macaroni stuffed down. Kids like loading them in pretend.

Modern guns at least 10-15% had a round in the chamber. My 13-year-old son learned trust no one from working in the shop. He learned modern guns get the gun in hand asap, check the chambers as the FIRST thing to do. Then yell loaded as loud as he could.
