A 3/4" gasket punch works quite well. The arch type is probably the best all rounder for both hard and cushion wads.
 
All my hole punches for wads & patches I have made out of tool steel which I either hardened and temper or leave as is. Mine are for use with a drill press or a hand electric drill. There are ones out there already made for sale but you will pay dearly for a quality one. Look on Harbor Freight to see if they carry the size you want.
 
I could make you one, I’d have to check my material stock. I’d just need the diameter you want. Pm if interested.
