That’s the stamp that was used on Northstarwest’s British Officers Fusil, I believe its a proof mark by Whatley, a crown ordinance contractor.

That stamp pictured IS on a North Star West Officer's Fusil. I've seen another fusil without the stamp and since identified that one as an earlier North Star (Curly Gotomski) gun.
