What are the markings on the right barrel flat behind the wedding ring?

Do you know who built this? How much does it weigh? Also, do you do any trading or just wanting streight up cash?

I traded for this rifle here on the forum back late last year. Not sure who the builder was. I believe it was a "J. White", but I will check on that and post back. Weight is around 9 lbs. Not looking for any trades at this time. Trying to pay for another rifle I just purchased. Thanks.

What is the writing on the oval brass plate on the cheekpiece?
